[V8] open vacuum line

Yes, that is the cruise control vacuum line.  It does not connect to the
engien vacuum system at any point.  It goes through the firewall and to the
cruise control vacuum pump in the driver's side fender well behind the
hydraulic pump reservoir.  There is a T off of it near the driver's side
distributor that goes to the cruise control throttle control diaphram.

vacuum line connected to a gizmo that seems to be activated by the brake

The vacuum line goes off from a T, and one leg of the T goes off to nothing.
My guess would be this is related to the Cruise Control, which I don't think
works.

It's on my to-do list, but not high on the list (unless it is related to
something that could possibly make the car fail a state safety inspection).
