[V8] It's a joke and it makes me mad!

After looking for several days reviewing different vehicles and cross referencing other fuel economy reviews by non government sources, fueleconomy.gov appears to be biased toward American manufactured cars, listing them as having higher mileage figures versus similarly sized and equipped foreign cars. Does anyone know exactly how these new "Combined" fuel economy figures are concocted?
