[V8] Frozen shocks

Yeah, before my rim flew off I got to drive the car for bout 30 minutes & was seeing varying #'s... but 13'ish was the average. I attribute that to my bigger inj & the fact that the ECU wasn't able to learn a value yet.
 But 14 HW driving while cruising @ 85 for an extended period of time is plain UGLEY!
 I'd like to know how the guy who did the swap set the car up?!
The car came from Seattle, Cali, Oregon?????
