The cruise has multiple possible points of failure. There is the vacuum
switch at the brake pedal, the cruise control pump, the stalk switch, the
speed signal, etc. The control unit for the CC is under the dash top over
behind the glove box. The test procedure in the service manual focuses on
the connector to the control unit, naturally. I am facing this procedure
but have not before embarked upon the challenge. My CC worked once out of
the blue so I was able to confirm the system operation, but there is an
input that prevents its engagement.
Nevertheless, a few things I can share that may yield some results...
1st, test vacuum by disconnecting the hose to the pump and see if the rest
of what's there will hold a vacuum. All it is is the hose to the diaphram
and the pedal switch. My experience is that you have to isolate the pump
out of this test because it will not hold a vacuum in this test, not sure if
it should or not, but it's important to test the rest.
I have removed the pump and tested it on the bench. It is in the fender
behind the Pentosin reservoir. It's a bit of a pain to remove but not too
bad... easier on the V8 than my 91 Avant, I can tell you that.
As far as I know, the only way to test the stalk switch and the speed signal
input is to go through the control unit test procedure. Maybe you'll get
lucky with the easy stuff.

Anyone have any idea's what would make my odometer quit on me... What a
pain! Just as it was up and running the other day I thought I noticed it
not ticking. Yup, confirmed not working... great. So, I would rather stare
into my Miata's headlights for an hour than take the dash/ic out again...
but hey, why not! My guess's are that a gear is funny in the actual
instrument cluster, or there is something wrong at the transmission. Stumped
me since I've touched neither in well over a year now, and I was using the
trip odo not two months back and it was ticking away fine. Put about 3k on
the car since purchase and the odo worked fine...
Any idea's where to start?
Also, I can't find much on how to fix the cruise, but I started on that
earlier too. The diaphram under the intake is hooked up and the switch does
nothing, no light, etc. Where to start after that? Fuses all check out
right now I just looked at em yesterday... Maybe a bad relay?
