There aren't any marks on the cam gears, as they are not keyed to the
cams. You need to use special tool 3199 (locks the cams into position
- inserts into where the distributors go) Looks like this:

Then, the crank needs to be at TDC (Which SHOULD be done with tool
3211 http://www.samstagsales.com/images/vw_matra_3211.jpg) - but can
be done 'by eye'.
You basically then loosten the cam gears, place the belt, tension
everything correctly, and tighten up the cam gears.
If you are in there, you should just do a full timing belt
replacement, and make sure everything is correct (including tensioner
setting - if it DID skip a tooth and not destroy anything, it should
be adjusted after everything is back in place, at the very least). If
you do it now, you won't have to worry about it for a while...
