Also the pedal switch needs to hold a vacuum.

There is a electric vacuum pump under the drivers fender (behind the hyd.
Res.) check there for both contact issues as well as vacuum issues. Then the
vacuum line that travels down to the diaphragm (which often gets soaked with
leaking fluids) is either ready to be replaced, or just loose on the
diaphragm nipple. 

Otherwise it sounds like you could have a failing switch (in the column) the
wiring there is a bit touchy..
