[V8] Climate Control

My 1993 V8 Climate control seems to have a mind of it's own.  The fan
control will let you increase the fan speed but will not allow you to lower
the speed. At the same time the temp setting can be lowered but you can't
raise it.  This was not a major problem in the summer but now that winter is
here it's getting very anoying.  The problem comes and goes and then all of
a sudden both controls will work again.

I don't know if it's related or not but the temp gauge and gas gauge stop
working also.  It doesn't seem to necessarily be at the same time.

Any help would be appreciated
