[V8] Radio code remembered by car?

It is certainly possible that "the car remembers" the radio code. Or more likely, the radio is coded to a certain VIN. I am going to change a antilock controller in a 2007 Ford Freestyle next week.
This is going to require a trip to the dealer so he can recode the antilock controller to match the vehicle vin. It would stand to reason that other modules - like a radio - would work the same way. It is actually a better theft deterrent than the old way - but you have to pay the dealer $85 to make it work. So far, I have not found a scan tool I can reasonably buy that can do this recoding.
