[V8] High Idle

I found a mechanical origin for "high idle" in my '92. The throttle cable end has a 
shouldered ferrule, like those on bikes. It is positioned at the action end of the 
throttle pedal. The metal shoulder can dislodge causing the 1/2" barrel to basically 
shorten the cable by 1/2". If you get into the pretzel position allowing you to see 
the far end of the throttle pedal you can see this and "fix" the end back in place.
