There is a tiny potentiometer that is used by the controller to determine the flap position. Maybe you can clean it up and verify the output voltage changes smoothly as the arm moves?
This is the feedback that the control head relies on.

If dim memories serve me, the V8s use the same motor, which is mounted to the heater core box. There's a description and the motor part number in this bit from Chris Miller's old 200q20v pages: http://web.archive.org/web/20070222145728/http://members.aol.com/c1j1miller/climate.html#Temperature regulating flap <http://web.archive.org/web/20070222145728/http://members.aol.com/c1j1miller/climate.html#Temperature%20regulating%20flap>
