[Vwdiesel] TDI timing belt tools

I do know this (or think this)
The cam lock plate on the A-3 TDIs is the same one the IDI uses. The A-4s =
require a different lock plate because something is run off that end of the=
cam (vacuum pump?). The A-4s do not use a dial indicator to set timing. =
The belt and pulleys are just lined up w/ marks, and a VAG-COM scan tool is=
used to fine tune it. The A-3s may use a dial indicator, but the holder h=
as a different size threads than the IDI ones on its end. There again, the=
scan tool is used to fine tune the timing setting.

Now that we're seeing a few "older" TDI's, some are actually off
warranty and one has shown up at the independent shop I deal with. The
owner wants the timing belt changed, and the shop folks have the how-to
information from alldata and Bentley, but lack the tools.
As expected, area dealers wish to retain a monopoly on service, so
genuine VW tools are out of reach. Is anyone aware of a cheaper aftermarket
source for the tools necessary to change TDI timing belts, and any other
TDI specialty tools?
My first reaction was to inform the owner that nothing could be done and
that he'd have to sell the car cheap, but the shop owner promised dire
consequences if I tried that stunt. :)
