This is excerpted from the Ontario Government web site providing info on
emission testing.
I think the site was built by a 16 year old pimply-faced geek (no links back
to HOME, bad spelling and grammar, etc.) You can get blind-alleyed anywhere
in it. You will use your History a lot.

Will diesel light duty vehicles be tested?
Yes. At this time, a diesel light-duty vehicle is visually inspected for
smoke emissions as the vehicle idles for a five minutes (sic). If more than
five consecutive seconds of visible smokeis observed during the one minute
period (??), the vehicle will FAIL the emissions test. Future plans call for
testing these vehicles on a dynamometer.
Will an older car like mine be able to pass the test if it is well tuned?
If you keep your vehicle in good repair, there is good chance (LasVegas,
anyone?) that it will pass. The emission standards are specific to each
model year, so an older vehicle will not be required to match current
emission requirements, but only the standards it was designed to meet, with
an allowance for vehicle aging.

-If you fail, they do up to $450CD work on the car.
-If it still won't pass, you get a special dispensation.
-The guy is guaranteed the $450 even if he can't fix it!
A good reason to buy up all the old cars we can find and store them for the
future.
