Being charged just to let your car idle... what a croc o' s#!%

Here in the people's republic of Kalifornia, the "smog buyout" is $1000.
A neighbor had an early model Dodge Caravan which failed smog. He was
getting it smogged so he could sell it. He was going to ask $800 for. He
took the $1000. So, he profited from such a law.

However, nothing but engine condition and pump timing (well, maybe some
whamidyne additive) will do anything to reduce smoking in our cars. The
smoke screw and max fuel screw only come into play at full throttle.

But there was discussion long ago of a "snap throttle" test. Again looking
at exhaust opacity.
