Prices for the tools (new) and parts sound about right.  Do the water
pump (front half).  It only takes about 15 extra minutes w/ the timing
belt off, provided you can get the pump half bolts (10 MM head, seven of
them) to break loose.  I've broken off the heads of these, but vice
grips got what was left.  The pump is about $40.  Small price to pay if
it fails on the road and you have a tow and have to take the T-belt off
again (the other option is to remove the A/C compressor and bracket to
get the whole pump off.  Something my Jetta has never had done in
250,000 miles!
