 Right.  The lower number is supposed to be the viscosity of that weight of
oil.
The latter number is supposed to be equivalent to THAT viscosity of oil when
hot.  I don't know what temp they rate it at cold and hot.  Of course I use
"supposed" because things rarely are what they're supposed to be.  ;-)
  I've run 15W-40 forever and I've not seen cold enough weather for it to
do fine.  Rarely gets below -20F here anymore.  Hasn't even been below
zero for a couple of years!
