On our 96 TDI, we were able to just disconnect the vacuum line to the
EGR diaphragm, without MIL codes.  On later engines, there is the certainty
of setting a code when you do this.  I am not sure about the cutoff point
of 1998.  The epsilonian device that everyone talks about on the TDICLUB
is simply a vacuum switch and a diode that installs the diodes' 0.7V drop
in line with the MAF sensor signal wire when the ECM calls for EGR.  This is
because the ECM is looking for a corresponding decrease in total airflow
when
EGR is active.  The eps device just fools the ECM into thinking it's
working.
Is the EGR good for your engine?  A Qualified NO.  Is it required by law?
An unqualified YES.  Do with it what you will.
