[Vwdiesel] 82 diesel vanagon intermitant heater blower question

The heater on my vanagon seems to work only intermitantly, although it
really doesn't make a heck of a lot of difference whether it's working or
not.  Heat comes out (when control is set to hot) but doesn't have much of a
force behind it.  I'm wondering a) do the blowers actually blow very much
and b) what might be the problem (symptoms = works, but only intermitently
and with not a lot of force).
