There is something wrong.  My heater will work with good effect but it will
not keep up with winter.  It works fine in summer, will burn your foot
actually (there is a kit to prevent this).  Too bad about winter though...;)

So there may a bubble in the system or the core may be plugged  or the
blower may be running slowly.
