[Vwdiesel] Prime Problem

I had the injection pump off my 82 diesel rabbit for 2 weeks and then the
car sat for 2 months. Before I attempted to start it, I changed the fuel
filter. I tried cracking the fuel line couplings at the injectors to bleed
the system. When I cranked, no fuel at the injectors. I went back to the
fuel filter, it was bone dry. No amount of cranking would draw fuel into
it. I ended up sucking fuel into the filter and then it started. (yuck!) It
now runs normally.

Is this normal for a dry pump and filter or is my pump going south?
