[Vwdiesel] Electrical problem

Yes. One of the keys on the key ring is most likely briefly touching the
horn ring on the steering column as the ig. key is turned. You'll notice a
gap between the steering wheel and steering col. That's where the horn ring
is. Turn the ignition on and put a key in there (on your key ring w/
ignition key on the ring too and see what happens. This grounds the horn
circuit.
