I have found this product list (Excel spreadsheet in self-extracting ZIP
file)

from Vege Motoren in the Netherlands (ATK Engines in USA) to be helpful
when trying to determine the correct injection pump. It lists the Bosch
part numbers instead of the VW number. From what I have seen, the pumps
for a given engine vary only in the accessory brackets bolted to them.
This is not trivial, as pump disassembly is required for some bracket
installations.
I purchased a diesel Vanagon with an auxiliary electric fuel pump
between the tank and injection pump. At first, it seemed like a good
idea because the pump had a slow leak a the cold start lever and would
lose its prime after sitting for several days. In retrospect, it was
much better, and not much more work, to replace the o-rings on the cold
start lever. The electric pump died, and I have not replaced it. If
your pump and fuel lines are in good condition, the "helper" pump is
unnecessary, and a failed electric pump may damage the injection pump
before you figure it out.
I have also had the "won't pull fuel through the line" problem. The
*real* problem was that the fuel line between the tank and the filter
was old and becoming porous. The pump has enough suction to pull air
throuhg the rubber into a rotten fuel hose long before the hose actually
leaks fuel to the outside. Check your fuel hoses! They cost a lot less
than an injection pump.
