Regarding cylinder head bolts and chasing the block threads....
I tend to take an old bolt, and hit it with a grinder, or a cuttoff
tool, and put a groove or two in it. I've also ground the end of the
bolt off, and narrowed the neck (correct term?) to allow the
bolt-made-chaser to get to the bottom of the hole, so that it can clean
things out. Plenty of lube (cutting fluid, WD-40 from a spray can,
motor oil, just about anything), cleanout with compressed air, and
assembly compound (i often une never-seeze, although it may not be
advisable in oil and coolant passageways).
I tend to use the homemade chasers frequently. Sure, a tap does a better
job dressing the holes, but usually, that's not needed.
