[Vwdiesel] Load Reduction Relay

Hi all,
       I'm working on a 1981 diesel Caddy. I've ordered a front windshield 
seal in order to fix a water leak up front that results in wet foot wells and 
water on the fuse panel and relays. In the meantime, I want to investigate the 
load reduction relay. The truck has developed an electrical problem that I 
suspect is related to the load reduction relay getting wet (once the engine starts 
the heater fan and wipers will not run). Sometimes, after multiple starts, I 
can get the fan and wipers to function. Initially, I thought this was an 
ignition switch problem. But, after replacing the switch, the problem remains. 

Can anyone tell me which relay is the load reduction relay and where it is 
located in relation to the fuse panel? My Bentley manual isn't very specific 
about the location of this relay.
