The variable vane turbos often get blamed for being bad when likely they
aren't. They're a "new" gadget so they MUST be the first thing that fails,
right? If the intake is clogged and/or the MAF is bad then the restriction
and/or lower fuel rate will cause less flow thus less spooling up of the
turbo.
