I had the timing set up on my '91 1.6l TD over the winter, exactly the same
issue -- no smoke, no power. Adjusted the thingie that injects extra fuel
during turbo boost, and found MUCH greater power with no appreciable
difference in fuel economy (low 50's mpg at legal highway speeds, high 40's
otherwise).
