I'll throw an odd one out as something to keep in the back of your
mind... the interior of the rubber hoses in my old '74 bus deteriorated
enough that the crud would allow pressure in, but not out.  After you
apply brakes, calipers would hang up for a minute or so before fluid
could get out and release.  (I of course replaced the calipers first...)

I'm not sure a Jetta would be old enough to have this be the problem.

  I'll second the possibility of the master cylinder being the cause of
the
problem. Has the brake fluid been flushed, ever? Could be a buildup of
muck
making the master cylinder hang up.
