You have to clean it up, as you said, in order to identify the leak.
It could be the line connections, loose check valves, the seal between
the cast and aluminum parts of the pump or the timing bolt.
but am wondering about a "bolt" that is in the centre of the pump. Is

Yup, there's a copper washer under it. I nearly never replace them
since I don't have simple access to new ones, and have had no real
problems with them leaking. If it's loose or damaged though...

If you fix the leak/s you may likely fix the hard starting problem as
well.
I had leaks at nearly every concievable location once. Once I got it
all fixed, dressed, replaced and so on, I had no more starting problem. :)
