[Vwdiesel] Steering wheel vibration

  First, the vibration most likely is from a slightly out of balance tire
unless
you have a worn ball joint.
  The bad wind handling sounds like my Rabbit was.  I had a 4 wheel
alignment done and WOW what a difference!  I do know that one
rear had the camber off by about 2 or 2.5 degrees as well as the toe
being off.  I don't recall how off the front was.
  It sounds like you may have 0 to positive camber.  As an extreme
example, when I got my 914 someone had cranked the suspension
all the way down thinking the ride height adjustment was a nifty, easy
way to lower the front end.  It worked but at a price.  The camber was
massively negative.  The toe wasn't too far out.  That car could go
through 6 inches + of slush with no hands on the wheel!  :)  Flat or
positive camber would/should have an opposite affect.
