[Vwdiesel] Vane type vacuum pump?

As I was motoring along close to home, I hit the breaks and there was
no vacuum assist.  I then noticed 0 oil pressure.  I took the vacuum
pump out and it was frozen solid.  I took the top plate off and
looked at the vanes and everything looked good and the shaft rotated
but tightening the top plate back down seizes the pump shaft.

Anyone ever run into this?  I've been trying to find a new o-ring
thinking maybe the top plate is sinched too tight.  The VW dealer
says they can get a repair kit but they can't tell me what's in it.
