Had my 87 jetta done at a dealer west of ottawa (carleton place) ontario,
early ninties,

Interesting, that NO paperwork was transacted for me, the customer. They
took the car for a day (it's a major job) and handed it back with no paper
that would tell if it was done.

The VIN number is noted by HQ so they can track if they wish, that it was done.
Since volkswagen canada is actually in the USA, I suspect the data handling
is a bit sloppy.

I think the problem was corrected before the 90's
