The valve on or off would not make any significant difference, as the pump
moves several times more fuel than is used at full "throttle" and the valve
only affects fuel actually injected to the engine.

Remove the exit/return hose at the top rear of the pump,(the inlet is at the
top front) and attach a tube to the fitting directed into a can or jar to
catch fuel.

Set up an "IV drip" using a very clean container and very clean fuel, as you
did before, and start a siphon or pressurize the container slightly to start
a gravity flow to the pump. fuel should flow through the pump and into the
collector can.

You should be able to start the car now. You can route the return line back
into the IV container to get longer run time. This problem can be caused by
a tired main shaft seal permitting air to get into the pump and air-bind it,
but more likely (on a 93 in regular use) to be an air leak in the suction
line from the tank, or low fuel level in the tank.

In my leaky old 87 jetta, I try to keep the tank on the high side of half
full as much as possible. After a long trip emptying the tank, I try to
refill before stoping the car overnight. I also have a precautionary rubber
squeeze bulb on the supply line before the filter, haven't used it since I
replaced the pump seal 3 years ago.
