After installing my brand new 1.9 NA in my vanagon, we
could not get it to start. The pump was just back
from the pump shop and had some seals replace, I knew
it was good. We knew we had air in the fuel lines
after the pump but we blew the air out of the lines
before the pump. Still no start.

Then we find the hose coming from the fuel filter to
the pump had gone bad while it dried out over the 6
months the van was off the road. This fuel hose was
less then 6 years old. Once replaced, no problems.
If you main shaft seal is leaking air enough to cause
a now start, you most likely will be able so see the
fuel coming out of it behind the pump gear.
