  I'd say it means you're allowed a 20% opacity as a maximum, while driving
25 in third gear.  On a snap throttle test you're allowed 60% maximum and
you squeaked in at 59%!
  I remember Jake mentioning taking the snap test.  He floored it a bit
slowly instead of stomping it, just in case.  ;)
