In Northern Virginia, a non-attainment area, we have
emissions inspections for gasoline-fueled vehicles,
but diesels are completely exempt! Cars too! About 4
years ago all inspections stations installed
dynomometers to check for NOx, in addition to the
tailpipe sniffer to check for CO and HCs. Test is run
at two "speeds" under load. Before that, just the tail
pipe sniffer was used. Inspections are good for 2
years and must be done to get your tags renewed. Cost
is $25 and (some) gas stations perform the inspection.
We also have a yearly safety inspection in Virginia.
It costs $12, I think.
