Oregon... ugh. I turned wrenches in California for years. Cal may be
the home of 'fruits and nuts and flakes' but they do have decent
consumer protection. Written estimate *required*, no exeeding said
estimate, etc. Since moving to Oregon, I've turned wrenches a time or
two and am absolutely appalled at the lack of protection in this state.
Negotiation is going to be your only recourse, I'm afraid. If that
fails, you'll have to pay the bill. Otherwise, he'll have a lien
against your vehicle.
Either way, under the circumstances, when you have your van back and the
issue is settled, out the SOB. Definitely spread the name of the shop on
the web. Let others learn from your experience. (FWIW, I've experienced
the same treatment here. Estimate to repair vacuum leak on AMC Eagle =
$300. Final bill? $550. No contact from shop. Just the bill.)
