Jon,
Try taking the starter apart and just cleaning it. Maybe replace the
brushes( a few bucks) while you're in there.

I'm not familiar with the Vanagon tranny. Is the slave internal or
external to the clutch housing? A rebuilt slave shouldn't cost a whole
lot. Obviously, if it's internal, the engine will have to come out to
replace. If external, simply crawl underneath and unbolt it. Just be
sure to bleed the system(just like the brakes) when you are done.
