Ditto on making sure your lines are in good shape.
The only time I've seen or heard of people using a lift pump was to
squeeze a few more miles out of a pump with leaking front seal.
A lot of water in the filter is definitely not a good sign. Water will
wreck a pump faster than you can blink an eye.
Another reason why a lift pump is not a good idea in you scenario...
There are two pumps in the injection pump. A vane lift pump, and the
main injection plunger. The lift does two jobs; 1st, it pulls fuel from
the tank, through the filter, and supplies the main pump; 2nd, it
pressurizes the body of the pump. As this pressure builds over RPM, it
changes(advances) the "start of injecting" timing. Granted, you may get
the engine to start and run, but it will never run right.
That said, I have come across many used pumps in the 'yards. Most of the
diesels in my travels have died due to bad maintenance, and overheating.
In San Diego, Ecology Auto Parts, would sell these for $50. No
affiliation, yada... I have spent many an hour there and quite a few $.
