  I usually have to do a couple broken bolts every time I do a water pump.  
Acetylene torch and vise grips save the day most of the time.  The rest 
get drilled, picked and chased with a tap.
  My favorite way of removing a busted bolt, if a little of it still 
protrudes, is 
to weld a nut on it with an arc welder.  Almost always comes right out.
