If you want to repair --- please post a digital picture --JPEG.     Then we can
better give you advice.
Judging from what you wrote I would say yes it can be fixed.  It may have been in
a collision or there was a flaw in casting. OR ?  the old Gorilla on the wrench syndrome ?.
Go see the best welder you can find.   With Arc welding the block does not need heating like in brazing.
Welders have a lot of special rods for this kind of repairs.  I have access to the finest welders anywhere --and if you show us a picture ---I shall have a few beers with them.
I have a Lincoln Welder here 600 Volts 3 phase and an old block so it can be tested.
Yes the type of welder that welded all those US Warships in War # 2. Rotary welder.
My favorite with carbon rod cutting.--man will they cut or what ?   high pressure air
and carbon arc.   Show me a safe I cant cut and I pay for the beer.
Retirement has its benefits ?  EH ?.
