  If I were to say "No way in Hell!"  Would that properly express MY 
thoughts on if a 11mm block could be drilled and tapped to 12mm?  ;-)
  Let me clarify that it COULD be done but NO WAY I'd trust them 
IF it were done.  12mm water jacket is different I'd bet money.  A bit 
more meat around the holes.  Secondly that's only opening up the 
hole a little under .020" per side.  That would likely leave some of 
the 11mm threads still showing.  12mm bolts use a different pitch so 
the holding strength would be comprimised as well as the holes not being 
NEARLY as deep on an 11mm block vs 12mm.
  I looked as some pics I have but they had the oil pump in place so 
I'm kinda unclear to just what the problem is with Justin's block.  I 
can't think of anythign not fixable there and the only bushing or 
bushing like area I can think of for the oil pump, is up by the int. 
shaft.
