I pulled the line and tested the booster as you describe, and it didn't 
offer the kind of resistance that I expected. Another lister (Andrew) 
suggested a bad "O" ring between the booster and the MC.

And when it gets light out and the blizzard lets up, I'll try to ID the pump.

For sure, it isn't pulling in the teens.

Al suggested testing the one-way valve in the vacuum line, and using the 
manifold vacuum from a running gasser to test the booster.
