  Kind of sounds like it.  I don't remember the code on Dad's Passat but 
the usual culprit there is SUPPOSED to be a bad glow plug.  It's 
sensitive enough that a little bit of a poor connection to one half of 
the glow plugs is enough to set off the out of balance warning.  The 
code really didn't make you think that was it.  Haven't had a chance 
to clean all the connections and see if it solves it.
