I've shipped a fair number of orders to Japan with no problems, aside from the cost, using US Mail.  For small items that fit in
an 9x11 envelope, you can send up to 4 lbs. for $9.00.  Above that size/weight, you are looking at about $4/lb. shipping cost
unless you have a contact in the US armed forces stationed in Japan and can ship via Military Mail to them.  Figure out what the
custom/duty limits are and mark the value of the items sent as needed.
