I just replaced all the rear lines on my 87 after 2 blowouts in 2 weeks. My
"proportioning valve" has been seized for years, in the depressed (reduced
pressure) position, Just the right ballance for my driving style.

I left it in as a "Junction box" for the new lines.

The other option is bypass it completely and salvage the in-line
proportioners from a junk golf master cylinder and install on the jetta.
results are the same unless you are a grand prix driver.
