The glow plug indicator light came on and went out as it was supposed to. I
suspect defective or burned out glow plugs. I know the procedure for
checking the glow plugs and will do so this weekend. Does the function of
the light indicate that the relay is OK?

Check the 50 amp fuse. On A1s, I think on the block under the dash, the huge
one.
Follow the wire from plug #4 as far back as you can. If it disappears into
the harness, the fuse is inside the car.,
On A2s, in a small black box on the firewall.
Funny, on an 85 (A2) golf, it's inside the car???
In my Haynes A1 manual, it shows it on the firewall in the engine room.
I carry a short hot-wire with clips to get the car going when the fuse
fails, almost always due to corrosion.
