[Vwdiesel] brakes ~still~

  Two things I'd try/check.  First off which pump do you have, diaphragm 
or rotary?  I'm suspecting the pump isn't pulling the volume it needs since 
you have almost boost, less than half boost, then almost no boost.  That's 
sort of how mine was when the pump was worn.  I was able to knock 
down the clearance and it works well now.  Could use a little more 
though.
  Pull the hose from the vacuum pump and suck a bit of vacuum to the 
booster.  Hold your tongue on the end.  Test for leakage.  If it holds then 
the booster is fine.  If it doesn't leak quickly then it's still ok or so, 
unless 
there's a crack in the diaphragm that opens up when you press the pedal.  
doesn't sound like it though.
  The excess brake fluid could be from the pressure bleeding or from a 
previous master cylinder that leaked out the back.  The fluid in there tends 
to make me think the booster diaphragm is fairly likely to be ok.  
Otherwise it would've leaked out.
