I agree with Harmon Seaver , it is most likely a fuel sparkplug issue.

I have a Shindaiwa  F18  string trimmer.  ---- incredible well made.(and expensive)

It has a primer pump and a lever to vent fuel and air to the outside. Works great.

If it does not start when primed ----- I pull the plug and clean. --worked every time so far.

To test magneto ?  have sonny boy pull the string and look for spark.

Some 2 cycle engine are real swines for being flooded ---remember fuel pools
in crank case. 
Ignition testing for the timid ?   hook a neon bulb on it  (NE-51) and pull string.
For the rest of us --tell sonny to hold wire and then pull the string. or hold it
yourself to get a good reading of how strong the spark will be.
