Do you have a caliper or micrometer? I'd check the stub for
eccentricity. The suggestion of using emery cloth or 200 or 400
grit to level any high spots.
Usually, the problem is that the bearing has spun on the stub. In
that case, working a prick punch around the shaft, knurling
the shaft, will build up the dimension.
What I don't understand in your case, is the grinding noise.
The inner race is hard enough, so it's unlikely that an eccentricy is
deforming the inner race.
What does the spindle look like with the bearing off? What does the
old inner bearing and it's race look like?
Interesting problem.
