  As I've always understood it and the way it seems to work is that a 
"full throttle" (meaning no throttle plate) diesel will achieve the leanest 
mixture it can by increasing rpm, with the given fuel, until it can't go 
any farther.  Although the injector pump shoots in a certain amount 
of fuel each time, that varies with foot position.  The lower your foot, 
the richer the mix but only until rpm catches up to utilize the fuel 
efficiently.  Unlike a gasser, which runs at a fairly constant air/fuel 
mix, a diesel will run richer on a hill, than on flat cruising, than going 
down a hill.  Life with a diesel would be slower than a Vanagon in 
the Rockies otherwise.  ;-)
