[Vwdiesel] Green Striped Engine

Could anyone confirm/dismiss a rumor for me?  I recently read in an ad
that VW engines with the green spray-painted stripe going around the
block horizontally are German  factory remanufactured or replacement
engines.  Is there any truth in this?  I have an engine that I recently
acquired with this paint/lack of paint scheme and was wondering.....
There is one on ebay right now, 1.5L with this odd marking: Ebay Item
No. 2481272547 (looks like a good deal on a 1.5 so far)
